Eligibility

Who Can Apply

STOP Act Category 2 is broad. Most school districts, cities, and tribes in our target states qualify.

Cities & municipalities — for school safety programs
Federally recognized tribes
Nonprofits — must be 501(c)(3)
Private schools — with nonprofit status
Law enforcement agencies — for school partnerships

AI threat detection software — ThreatSight explicitly qualifies
Threat assessment team — BTAM coordinator (partial salary)
Anonymous reporting systems
Staff training — threat assessment protocols
Cameras, locks, fencing — use COPS SVPP instead

Application Process

5-Step Application Checklist

Start SAM.gov registration now — it takes 4–6 weeks and is the most common delay.

Register on SAM.gov

System for Award Management registration is required before you can apply. Allow 4–6 weeks. Do this now if you haven't already.

Create a Grants.gov Profile

Your organizational account on Grants.gov is separate from SAM.gov. Create it early and verify the Authorized Organizational Representative (AOR).

Draft Your Application Narrative

Frame ThreatSight as "behavioral threat assessment infrastructure." BJA reviewers score on BTAM team establishment, anonymous reporting capability, and early-stage threat identification rates. We provide sample language.

Submit on Grants.gov

Deadline: October 27, 2026 at 11:59 PM ET. Include the Budget Detail Worksheet, proof of 25% match, and stakeholder consultation documentation.

Complete JustGrants Submission

Secondary submission deadline: November 3, 2026 at 8:59 PM ET. Your Grants.gov submission must be complete first.
